Richard Cantillon (1680s-May 1734) was an lrish economist and author of Essay on the Nature of Trade in General, a book considered by Willian Stanley Jevons to be the “cradle of political economy”. Although little information exists on Cantillon’s life, it is known that be became a successful banker and merchant at an early age. His success was largely gained from the political and business connections he was largely gained from the politican and business connections he was able to acquire through his family and through an early employer, James Brydges. During the late 1710s and early 1720s, Cantillon took a chance, and helped finance John Law’s Mississippi Company, from which he acquired great wealth. His success. However, came at a cost to his debtors(债务人),who attempted to get him involed in criminal activities, and even murder plots un til his death 1734.

The Essay remains Cantillon’s only surviving contribution to economies. It was written around 1730 and circulated widely in manuseript form, but was not published until 1755. despite having much influence on the early development of the physiocrat (重农主义者)and classical schools of though, the Essay was largely forgotten until its rediscovery by Jevons in the late 19th century. Cantillon was influenced by his experiences as a banker, and especially by the speculative bubble (投机泡沫)of John Law’s Mississippi Company. He was also heavily influenced by previous economists, especially William Petty.

The Essay is considered the first complete essay on economies, with a great many contributions to the science. These contributions include: his cause and effect methodology(方法论), monetary (relating to the money in a country) theories and the development of spatial(与空间有关的)economics. Canutillo’s Essay had significant influence on the early development of political economy, including the works of David Hume, Adam Smith and Anne Turgot.

Google on Tuesday said it reached a settlement in a group action

suit(诉讼)against the search giant over privacy breakings related

to its Buzz socials networking program.

In the settlement, Google agreed to pay $ 8.5 million into a fund (基 金)for privacy education the company made clear that the agreement did not include cash payments to users.

Google said that everyone in the United States who uses Gmail was incl uded in the settlement unless they decide to take no party before December 6, 2010. On January 31, 2011 the U. S. distriet Court for the Northem District of California in San Jose will hold a fairness hearing on the settlement.

Google is under increasing pressure from federal regulators (监管者) for privacy problem involving Buzz and its Street View mapping service. Last week, the FTC closed its looking into Google’s collection of Wi – Fi data with Street View mapping cars, saying the company had made sufficient promises to get rid of data it collected and strengthen its privacy training among employees.

Last August Susan and forty-two other students got wet and dirty while removing six tons of garbage from the river running across their city. They cleaned up the river as part of a weeklong environmental camp. Like one in three American rivers, this river is so polluted that it’s unsafe for swimming and fishing. Still, Susan, who has just completed her third summer on the river cleanup, sees a change in this river. Environmental scientists praise the teenagers for removing garbage that can harm wild life. Water birds, for example, can choke on plastic bottle rings and get cut by scrap metal. When the cleanup started, garbage was everywhere. But this year the teenagers had to hunt for it in their boats. By the end of the six-hour shift, they had removed enough garbage to fill more than two large trucks. “Garbage in the river makes people begin to care about environmental issues,” Susan says. She hopes that when others read  that she and her peers care enough to clean it up, maybe they would think twice before they throw garbage into the river.
