Hong Lei made the remarks in response to Russian President Vladimir Putin's appeal to partners to find and punish the terrorists involved in the October 31 Russian plane downing over Egypt's Sinai Peninsula.
Earlier the Russian Federal Security Service (FSB) confirmed the crash was caused by a terrorist attack.
Hong Lei's remarks also come as Russian Prime Minister Dmitry Medvedev has called for jointactions against terrorism.
